Our Strategic Practice Lead, Garry Meier, is a well-known and respected thought leader and speaker on the global outsourcing sector, having been Chairman and CEO of Outsource International (OSIX), a publicly traded $850M revenue provider of global BPO services with locations in 13 countries and, COO of Technology Services Solutions (TSS), a billion-dollar revenue provider of outsourced IT services to global technology manufacturers.

In addition, Mr. Meier is currently focusing his and the LATAM team efforts on the identification and development of small and emerging BPO organizations in Latin America that desire to be larger wealth creating organizations that appreciate and desire our past experiences and knowledge.

Nora Montoya Perez

26+years of outsourcing sector experience, providing operational management, business development, and BPO sales management expertise.

Professional Background

Nora Montoya Perez, for the past 10+ years, has been a Principal in Ephor’s LATAM office and exclusively focuses her activities on the BPO and Customer Service arenas.  Nora is a 26+ year veteran of the outsourcing/BPO sector, having started her outsourcing career as a contact center agent and customer service representative.

Nora's successful career as an agent and supervisor allowed her to assume positions of increasing responsibility, leading to her role as Executive Vice President of Client Services for Mega Linea, SA, a customer service BPO dedicated to the retail banking sector. She held this role for 10 years, and managed 6 centers in 4 LATAM countries, which employed approximately 2,000 employees. 

Nora’s early career assignments included 6 years as Executive Director of Ordenamientos Profesionales Automatizados (OPA), a high growth oriented provider of technology support centers to the LATAM financial services community.

Nora holds an undergraduate degree in Social Services and a graduate degree in Labor Administration and Taxation from Universidad de Antioquia, Medellin, Colombia.

Nora is fluent in Spanish and English and is TOEFL-certified in English. She resides in Medellin, Colombia.

Jose V. Garza

Jose brings more than 15+ years of experience and knowledge in the financial accounting and operational reporting arenas to Ephor. Jose provides a Strategic CFO perspective for high-growth-oriented service businesses. 

Professional Background

Jose has served as Interim Strategic CFO of 3 BPO organizations, developing Operational Measurement & Metrics, Financial Forecasting, Integration of Back Office systems, Cost Modeling to Income Statement dynamics, and Board Room Presentations to Institutional Investors. His clients, as a result of his expertise, have experienced significant increase in revenue, gross profit, EBITDA and the resulting enterprise value.

Jose has significant expertise in financial modeling based upon operating metrics, and has managed financial and operational projects for various Ephor clients.

Additionally, Jose being bilingual and of Latin American heritage enjoys significant knowledge and experience in the Financial Modeling and Economic Analysis of Nearshore BPO site selection and implementation in the LATAM region.

Prior to joining Ephor in early 2015, Jose worked in the audit and assurance practice of a public accounting firm serving some of Houston’s most prominent emerging business services organizations and private equity firms. Early career assignments included various roles within the corporate finance function in the healthcare and government sectors.

Jose holds an MBA with a concentration in Corporate Finance, combined with an undergraduate degree in Accounting from the University of Houston. Jose is fluent in both English and Spanish, and resides in Houston, TX.

Jose Guillermo Broce Pinilla

Jose Guillermo has provided legal counsel, strategic management and government relations expertise to numerous North American and LATAM clients.

Professional Background

Jose Guillermo is a licensed attorney in the Republic of Panama who has dedicated his career to providing legal services, counsel and governance to labor-intensive services businesses in LATAM.  Jose Guillermo is highly skilled in the areas of government relations, labor law & compliance, compensation programs, legal structures, contract law, banking & cross-border treasury processes, coupled with significant M&A transaction expertise. His experience and client base spans 11 countries in the region. During his career, Jose Guillermo has established significant government, legal, financial and “centers of influence” relationships within many countries throughout the region.

Prior to joining Ephor Group in 2009, Jose Guillermo's governance and leadership experience included a role as majority shareholder and CEO of ITM PTY S.A. International Data Management (IDM) from 2002 to 2009. An outbound contact center that offered English-to-English applications, IDM grew to nearly $35M in revenue, with locations in Panama, Costa Rica and Nicaragua.

Jose Guillermo graduated from the prestigious University of Santa Maria La Antigua’s School of Law and Political Science, Panama in 1997. Additionally, Jose has studied International Tort Law at Tulane University in New Orleans. He is fluent in Spanish and English, and resides in Panama City, Republic of Panama.
